The County has established a Transportation Impact Fee Deferral Program for commercial (excluding retail) industrial development and industrial development speculative buildings. The deferred impact fees will be all those collected by the County which can legally be deferred. Transportation impact fees eligible for deferral will be deferred from the date of issuance of the building permit to the date of issuance of the certificate of occupancy..
Amount of Award: To be eligible for transportation impact fee deferrals: companies must meet the minimum award criteria, demonstrate an effort to hire Lake County residents, demonstrate a commitment to purchase goods and services locally, offer competitive employee benefit packages and place a high degree of importance on employee training.
Minimum Award Criteria: The following minimum criteria will be used in deferring transportation impact fees.s
- In order to be eligible for an award, a new or expanding business must be in one of the following categories:
- Category I. A business that manufactures, processes, compounds, fabricates or produces items of tangible goods at a single fixed location within the County, and which comprises an industrial or manufacturing plant or facility. No facility engaged primarily in retail sales shall be included in this category.
- Category II. A business, which delivers, distributes, performs, offers, or engages in mechanical, personal, professional or support services at a single fixed location within the County and which comprises an industrial, commercial, professional, or recreational sport facility. No facility primarily engaged in retail sales should be considered to be included in the category.
- Category III. Transportation Impact Fee Deferral for a minimum of 10,000 square feet spec building should be granted until such time that occupancy of the building occurs. If the building is sold prior to occupancy, the transportation impact fees should be paid at the time of the sale excepting that a qualified Category I or Category II business is purchasing the building and has made prior application for transportation impact fee deferral and such is granted according to the above schedule.
- New jobs created for which the Transportation Impact Fee Deferral Program applies must be permanent, full-time jobs.
- A minimum of 10 jobs must be created within two years for new businesses and a minimum of five jobs must be created in one year for existing businesses.
