Employee Services & Quality Improvement is responsible for all the human resources activities for the Board of County Commissioners (BCC), which includes assuring Lake County’s compliance with applicable employment law; recommending and administering employment policies and procedures; providing guidance to County departments and its employees; interacting with individuals seeking employment with the County; providing employee development and training opportunities, and developing and administering the employee benefits, workers’ compensation, property & liability, and other loss prevention and loss control programs.

The Department handles typical human resources functions including:

• Employee & Labor Relations
• Training & Development
• Employee health and benefits
• Wellness programs
• Safety programs
• Workers’ Compensation
• Property & Liability

These areas combine to provide a comprehensive program of employment services strategically aligned with the goals and mission of the Board of County Commissioners and the County Manager.

The Department also provides state-mandated funding for numerous programs including the Health Care Responsibility Act, shared funding of Medicaid hospital and nursing home costs for eligible citizens, and financial support for LifeStream Behavioral Center and the County Public Health Unit.
