A Development of Regional Impact (DRI) is defined by Chapter 380.06(1), Florida Statutes as any development that would have a substantial impact on the health, safety or welfare of citizens in more than one county. The state has established thresholds to determine when a development must undergo the DRI review process. These determinations are made by the Florida Department of Community Affairs using Chapter 28-24, Florida Administrative Code.
For Lake County, the East Central Florida Regional Planning Council coordinates the multi-agency review activities at the regional level and reviews the application for consistency with adopted state and regional plans. The planning council holds a public hearing to adopt recommendations on the application, which then are forwarded to the Lake County Board of County Commissioners for its consideration. The planning council is an advisory body to Lake County Government, and so does not approve or deny applications.
The Lake County Local Planning Agency (LPA) and Zoning Board play lead roles in identification of local issues or concerns relative to a DRI project. The LPA makes recommendations on the land-use amendments to the Board of County Commissioners when needed for the DRI and the Zoning Board makes recommendations on the planned unit development (PUD) portion of the project to the Board of County Commissioners.
The LPA will take the Regional Planning Council's recommendations and combine them with other recommendations to construct an overall development order. The Lake County Board of County Commissioners also will hold a public hearing on the project, at which time it will consider the reports of the planning council, LPA and Zoning Board.
Comment about the Plaza Collina DRI from Lake-Sumter MPO
I apologize for the late response. The MPO has reviewed the Plaza Collina CPA application. Given the size and nature of this project, we are concerned for the potential impacts to the surrounding transportation system, particularly SR 50 and CR 50. The MPO respectfully offers to assist the Planning and Public Works Departments in reviewing this project as it proceeds through the DRI process. Southeast Lake County, as I'm sure you are aware, is one of our more rapidly developing and densely populated areas. It will be of vital importance to monitor the transportation system in this area.
