The following applies to all departments under the Lake County Board of County Commissioners.
- County departments may purchase goods and services directly from vendors if the total value of the procurement is less than $1,000. Three competitive quotes are recommended. Purchase orders are not required for these purchases.
- County employees may purchase goods using their County issued VISA Purchasing Card to the limits allowed by the card – usually $1,000 or less. Three competitive quotes are recommended. Subdividing the purchase to circumvent the card limit is strictly prohibited.
- County departments may directly request competitive quotes or proposals for purchases of goods and services with a total value less than $15,000. A minimum of three competitive quotes/proposals is required for each procurement.
- Three written quotes/proposals are required for the purchase of goods and services with a total value $1,000 or greater, but less than $15,000;
- While departments may obtain the quotes/proposals for these proposed purchases, validation and approval of the purchase resides with Procurement Services. A County Purchase Order issued by Procurement Services is required for these types of purchases;
- Purchases with a total value of $25,000 and greater (unless otherwise exempted by the Purchasing Procedures) require formal competition and formal award. These opportunities are posted on the Lake County Web site here. A County Purchase Order issued by Procurement Services is required for these types of purchases.
- The County requires specific insurance coverage on many of it purchases and on all service purchases. The potential contractor should ask the person requesting the quote/proposal what are the County’s insurance requirements for this proposed purchase.
- Any contract document required to be signed by the County must be submitted for review and approval by the County Attorney prior to the purchase being initiated. The County uses standardized templates for most contracts.
- The Lake County Board of County Commissioners is exempt from all Florida Sales and Use taxes and most Federal excise taxes. An exemption form will be provided upon request.
