Parks Master Plan

Lake County's Countywide Parks and Recreation System Master Plan was developed using a three-pronged approach that examined existing parks and recreation facilities, analyzed how recreation services are provided throughout the County, and used a grass roots public involvement program to gather public input. Three key areas, parks, environmental land, and trails, are addressed in the Master Plan. Additional elements of the Master Plan include data and analysis of each key area addressed, a mission statement and objectives that define the vision for recreation in Lake County, specific recommendations to implement the master plan, and an appendix containing additional documentation related to the Master Plan.

 

Trails Master Plan

The primary focus of the Lake County Trails Master Plan is to enhance the existing trail facilities while identifying the community’s needs and priorities for the development of a comprehensive and interconnected trail network. The Master Plan will serve as a guide to the locations, design, prioritization, implementation, and maintenance of a comprehensive trail network within Lake County.

Project Information

The Lake County Parks & Trails Division recently began the process of updating its Trails Master Plan, which originally was adopted in 2008. This update is a chance to review the progress made and work together to identify new opportunities for multi-use trails in Lake County. The plan is being updated in conjunction with the Lake County Parks & Recreation Master Plan to take advantage of the synergy between the two projects.

Project Tasks
Updating the Trails Master Plan includes four tasks:

  • Development of a Needs Assessment, which includes a review of existing facilities, analysis of population trends, assessment of regional connectivity, and a look at special and other events.
  • Community Outreach, which is integral to development of the plan and includes meetings with local groups in each area of the county to get input; input from the MPO and committees will be critical.
  • Development of a Draft Plan Update, in which specific trail enhancements, maintenance, and funding opportunities will be recommended.
  • A Final Plan Report, which will capture the vision of Lake County and its diverse populations for their countywide trails system.

Project Progress
To date, the project team has been gathering information on existing conditions and background data to assess progress and start the discussion about future opportunities. Communities contacted so far include Umatilla, Lady Lake, Fruitland Park, Eustis, Mount Dora, Tavares, Leesburg, Astalula, Howey-in-the-Hills, Mascotte, Groveland, Mineola, Montverde, Clermont, and the Lake–Sumter MPO. These communities will continue to be engaged in the process of developing the updated Trails Master Plan.

Next Steps
The project is just getting started, and a lot of work needs to
be done over the next few months. Next steps include:

  • Creating existing conditions maps.
  • Creating progress maps.
  • Assessing regional connectivity.
  • Identifying conceptual trails that should be considered.
  • Continuing outreach.
  • Conducting fieldwork.

We will continue to need your help to ensure that we have a good foundation for moving into the identification phase and will be reaching out to you for input throughout the process.
