 Funding and Production Division

The Funding & Production Division has two sections that work together to ensure timely and cost-effective completion of road construction projects.

The Funding Section compiles and monitors the annual budget and manages the day-to-day financial functions for the Department of Public Works. The operations of the Department are primarily funded the County Transportation Trust Fund that consists of the following sources:

  • Constitutional Gas Tax (2-cents tax on gasoline and other petroleum products),
  • County Gas Tax (1-cent tax on motor fuel and special fuel imposed at the wholesale level),
  • Ninth-Cent Gas Tax (1-cent tax on motor fuel and special fuel sold within the County’s jurisdiction), and
  • Local Option Fuel Tax (6-cents tax on motor fuel and special fuel sold at retail within the County’s jurisdiction).

This section also develops the Five-Year Transportation Construction Program that includes projects funded by the General Fund, Road Impact Fees, and Renewal Infrastructure Sales Tax. The annual Transportation Construction Program process kicks-off in February with a meeting that includes the 14 municipalities to discuss the projects located within the six (6) Road Impact Fee Benefit Districts throughout the County. A final draft of the Transportation Construction Program is presented to the Board of County Commissioners for approval in August, and once approved, the Program becomes effective October 1st of each year. The Production Section reviews all residential developments and commercial site plan applications in areas relating to construction and monitors all work within the County’s right-of-way with the issuance of Right-of-Way Utilization Permits and Commercial Driveway Permits.  View specific details in the Subdivision Construction Plan and Final Plat Review Process Document. The bid process, contract management, and project inspection for all County Road, Stormwater, Sidewalk/Trail, and Special Assessment projects are performed by this section.  View the list of road projects under construction. The section is also responsible for overseeing all residential developments and commercial sites within the unincorporated areas of Lake County to ensure that streets and drainage are constructed in accordance with approved construction plans, County standards, applicable codes, engineering specifications, and State guidelines.
