The Road Operations Division is responsible for the maintenance and construction of all Lake County arterial, collector and local roads.

There are more than 1,390 miles of County-maintained roadway and of this figure, approximately 120 miles are clay roads. Maintenance crews repair potholes, mow shoulders (except on clay roads), maintain adequate drainage, provide shoulder repair, trim trees and more.

This work is done on a schedule in the particular maintenance area or as needed. The County is divided into three maintenance areas.
  1. Area I is headquartered in Leesburg and is responsible for County-maintained roadways located west of the Haynes Creek Bridge and the Beauclair Canal and south to the Florida Turnpike. For more information, call (352) 787-0074.
  2. Area II is headquartered in Minneola and is responsible for County-maintained roadways located south of the Florida Turnpike. For more information, call (352) 394-2559.
  3. Area III is headquartered in Umatilla and is responsible for County-maintained roadways located east of the Haynes Creek Bridge and the Beauclair Canal, up to Astor. For more information, call (352) 669-2814.

The Special Projects Section is like a Maintenance Area that covers the entire County.  Before the formation of this section, a Maintenance Area would have to suspend normal operations to complete a special project such as double-surface treating a road.  Now, the Special Projects team can complete such a project and allow that Maintenance Area to continue with their regularly scheduled workload.

The Construction Section is responsible for overseeing all residential developments and commercial sites within the unincorporated areas of Lake County to ensure that streets and drainage are constructed in accordance with approved construction plans, County standards, applicable codes, engineering specifications, and State guidelines.  The bid process, contract management, and project inspection for all County Road, Stormwater, Sidewalk/Trail, and Special Assessment projects are performed by this section. View the Special Assessment Procedure for paving non-County maintained roads.

The section reviews all residential developments and commercial site plan applications in areas relating to construction and monitors all work within the County’s right-of-way with the issuance of Right-of-Way Utilization Permits and Commercial Driveway Permits.  View specific details in the Subdivision Construction Plan and Final Plat Review Process Document. View the Right-of-Way Utilization Permit application and the Commercial Driveway Permit application.

This section also develops the Five-Year Transportation Construction Program that includes projects funded by the Federal/State Grants, Road Impact Fees, and Renewal Infrastructure Sales Tax. The annual Transportation Construction Program process kicks-off in February with a meeting that includes the 14 municipalities to discuss the projects located within the three (3) new Road Impact Fee Benefit Districts throughout the County. A final draft of the Transportation Construction Program is presented to the Board of County Commissioners for approval in August, and once approved, the Program becomes effective October 1st of each year. You can view more information on the 2014-2018 Road Program.
