Lake County proposes a program intended for residential and small commercial property owners, which will pay for up to 20% of energy efficiency retrofits up to a total of $500 per home and $1,000 per business. The building owners will benefit from the reduced initial cost due to volume and the County incentive, plus utility rebates where available and federal tax credits. This program will leverage resources by encouraging home and business owners to invest their own money to maximize efficiency and sustainability through green building measures. Lake County is benchmarking its facilities to identify cost-effective energy retrofits in County-owned facilities. To complete the energy efficiency retrofits, the county will use a modified performance contracting model with various groups (Electric Utilities, Current On-Call Engineers, Current On-CMs, and traditional bidding) instead of one Contractor governed by FL Statute 489. The county has determined the most fiscally responsible approach is to proceed with Progress Energy provided energy audits and implementation of their recommendations to the extent the EECBG funding allows. Benefits include: 1) No financing, 2) No sharing of savings, or 3) No focusing on a 20 year payback period.

The county is considering establishing a fund, in which energy cost savings realized through the above retrofits will be invested, to provide a continual source for energy upgrades to county facilities. More details will be provided here as they become available.
The ongoing benefits of this activity include lower County energy costs. Because of reduced energy use owing to the performance improvements in buildings, the County will also reduce GHG emissions. In addition, building retrofits provide other benefits, including enhanced occupant comfort and reduced deferred maintenance.
