Lake County is required by the U.S. Department Housing and Urban Development (HUD) to prepare an Analysis of Impediments (AI). The AI is a plan to Affirmatively Further Fair Housing and includes an analysis of fair housing issues in the region.

The Federal Fair Housing Act prohibits discrimination in housing on the basis of race, color, national origin, religion, sex, familial status, and disability. Your input is needed to identify fair housing issues in Lake County and immediate surrounding areas. Please answer a few questions about the issues and whether you may have experienced housing discrimination. This survey is being conducted for information purposes only. CDBG 2017 One Year Action Plan

The Housing and Community Development Division's mission is to provide an integrated system of services, resources and opportunities to help people improve their lives, the lives of others, neighborhoods and the total community. Eligibility requirements apply to the programs offered.

A variety of services are offered to the citizens of Lake County. These services include:

Home Ownership Assistance

This program assists low-income households with the down payment and closing costs. Homes purchased may be existing or new construction. The applicant must be eligible to obtain a mortgage through a participating lender. The source of funding is through State House Initiatives Partnership (SHIP). The Lake County Housing and Community Development office will be accepting applications for Down Payment Assistance wait list for State Housing Initiatives Program (SHIP). If your income is Very Low to Moderate and your household meets the first time homebuyer’s requirements, you can make application for the list.

The amount of assistance varies depending on household income and consistency. The funds awarded to eligible homebuyers are secured by a lien that is forgiven after 15 years.

  • In order to apply for assistance, eligible homebuyers must be purchasing in Lake County andbe a first time homebuyer (not owned a home for three years).
  • If you are interested and would like to get on the waiting list, please call 352-434-0411.The wait list will remain open as long as funding is available.

SHIP Home Rehabilitation & Replacement
The home rehab and replacement program is designed to aid low income homeowners with housing problems that pose a serious threat to the health and safety and/or welfare of the household. The home must be an owner-occupied, homestead property, for a minimum of 3 years. The source of funding is through SHIP (State Housing Initiative Partnership). There is mandatory criteria for each program. Applicants must meet all requirements in order to be placed on the waiting list. NOTICE: The SHIP Rehabilitation & Replacement Program is accepting applications. Only complete applications with all supporting documents will be accepted and placed on the waiting list. Applications are processed on a first come, first served basis, depending on income level.

Rental Assistance
Section 8 Rental Voucher program is funded through the U.S. Department of Housing and Urban Development. A rental subsidy is paid directly to the landlord by the housing agency on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program. Eligibility for a rental voucher is determined based on the total annual gross income and family size. Applications are only accepted when the waiting list is open. Community Development Block Grant
Lake County annually receives Community Development Block Grant funds from the U.S. Department of Housing and Urban Development. These funds are used to improve the living environment and quality of life for low and moderate-income citizens and their communities in Lake County. For more information call (352) 742-6540.
