The Engineering Division is divided into four basic sections: Development Review, Right-of-Way, Surveying and Design and Transportation & Traffic Operations.
The Development Review Section reviews all new residential developments and commercial site plans in areas relating to drainage and road design/access management. This section issues Subdivision/Commercial Driveway Permits for all developments (also municipal) fronting County roads, County sidewalk program, and process Temporary Road Closure/Special Use of County Road Permits.

The Right of Way Section is responsible for the acquisition of property needed for construction of new roads, recreation trails, stormwater, and drainage projects, and to secure the lands needed for continued maintenance of the existing facilities. Project activities include property owner negotiations, as well as title, appraisal and survey review. The Right of Way Staff perform all types of technical research involving right of way, and easements, especially those relating to County maintained roads. This Section also performs technical research, and processes applications for vacations of rights of way and plats.
This Section has been working hard to covert the existing right of way information into a digital format for public access on the maps Web site. This Right of Way GIS Layer should be available in early 2009. The Right of Way Section also includes the Map Sales Counter where various maps are available for review and purchase, including historical hand-drawn tax maps, plats, right of way maps, and current and historic aerials. Varieties of maps are available on-line, and can be accessed on the Public Works Department Downloadable Maps page.
The Design and Land Surveying Section performs all types of technical work concerning highway construction, County properties and other areas. This includes project design and permitting, graphics and drafting. This Section updates the township maps to include new roads, subdivisions, right-of-way, road names, etc. The Design Section also manages and hires consultants for work on County road projects. Land Surveying provides surveying services to the Department and the Lake County Board of County Commissioners. This section also provides subdivision plat review and maintains records pertaining to benchmarks and the Global Positioning System.
The Transportation and Traffic Operations Section performs traffic counts, traffic studies, traffic engineering and capacity analysis. Decisions regarding the placement of traffic control signs and signals, changes in speed limits, addition of turning lanes, etc. are assisted by the information provided by this Section. Concerns about traffic safety, should be reported to this office by calling 352-253-6000. This Section also works with local and state agencies and organizations to promote the safe use of non-motorized transportation and to encourage the integration of bicycle and pedestrian facilities on Lake County roads and in communities. The section is also responsible for the fabrication and/or installation of traffic control devices, including signs, pavement markings and traffic signals. Traffic signs are inspected on a regular basis for wear or vandalism. This section also maintains all traffic signals in the County maintenance system as well as certain state and local traffic signals. For more information, call 352-742-1766.
