Job Summary:
The anticipated compensation for this position is $80,000 to $90,000 on an annual basis. The starting salary will be commensurate with the candidate’s education and experience.
The essential function of the position within the organization is to plan, implement, direct and supervise a comprehensive internal and external communications program for Lake County government to keep the public informed of County programs, issues and initiatives. The position is responsible for directing the functions and staff of the Office of Communications, public and media outreach, managing promotions and special events, developing and maintaining effective Internet/intranet web content, overseeing graphic design and production for all County departments, and performing related professional, supervisory and administrative duties as assigned. The position develops and implements programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

This position may be required to assist with emergency support functions in the event of a declared emergency and/or any other emergency duties as assigned.

Minimum Qualifications:
Any equivalent combination of education, training and experience may be considered. Requires a bachelor’s degree in Public Relations, Marketing or Advertising, Journalism, Communications or a closely related field. A master’s degree in a related field is preferred. Requires a valid Florida Driver’s license. Requires ten years of progressively responsible related experience.



PRIMARY DUTIES: This list represents the essential tasks performed by the position. Employees may be assigned additional duties by management as required.

• Supervises staff, including establishing staffing standards, organizing, selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and terminating or recommending termination; prepares periodic employee performance evaluations.

• Develops and administers the Office budget; ensures effective and efficient use of budgeted funds, personnel, materials and time; monitors expenditures and prepares required reports.

• Provides professional and technical assistance to County management and staff on public information strategies and practices.

• Establishes and maintains effective working relationships with members of the news media to promote regular, accurate and comprehensive coverage of County issues, events and programs; contacts news media representatives to disseminate information and to suggest coverage by the media of specific events, programs or topics.

• Prepares and distributes press releases, public service announcements and advertisements to disseminate County information; writes news and feature articles for newsletters, magazines and various other publications; prepares brochures, newsletters and fliers for distribution.

• Coordinates and assists with the preparation of promotional or educational displays.

• Works with the Agency for Economic Prosperity staff to coordinate marketing, advertising and the production of printed materials.

• Oversees development of County web content for Internet and intranet websites, as well as for other agencies as appropriate.

• Acts as copy editor and proofreader on all printed and creative materials; establishes and ensures County compliance with graphics standards for all printed materials.

• Plans, coordinates, promotes and executes County special events; coordinates events with other government or private agencies as appropriate. .

• Receives and responds to public/news media inquiries, requests for assistance, concerns and complaints, ensuring compliance with Freedom of Information Act requirements.

• Assists with public information officer duties during County disasters and emergencies, such as hurricanes.

• Represents the County on boards or committees; interacts with community leaders, businesses and organizations to provide information and assistance.

• Attends meetings, seminars, workshops and conferences as appropriate to enhance job knowledge and skills.
